Lesson: Once Bitten, Twice Shy

Disaster, destruction, rebuild, repeat. How do we stop the cycle? The world is entering a period of climate change. California is burning, Kansai experienced its strongest typhoon ever last year, Fukushima suffered a devastating tsunami in 2011, Kanto suffered two disastrous typhoons within a month. The Tokyo Olympic marathon and race walks have been moved to Sapporo. That’s just a few. Humans all over the world are facing a tough question: rebuild or retreat? Common sense tells us to move out of harm’s way, abandon what we have already lost and begin anew. There’s also a belief that we can fight nature, and technology or new building techniques will give us a chance to prepare better for the next disaster. Would you invest ¥35,000,000 in a new home if you knew there was a strong possibility it could be flooded or otherwise destroyed within 25 years? Should governments help people rebuild in disaster-prone areas? Should people be allowed to rebuild after a disaster?
