Buzz someone in means to open a door for someone by pressing a button.
Think about it this way.
If you live in an apartment building, when someone wants to visit you or deliver a package, they need to call you from the front door of the lobby.
Then, you need to press a button to open the front door downstairs.
When you push the button, the person downstairs hears a buzzing sound, which means the door is unlocked, and they can enter the building.
Every time you do this, you buzz someone in.
