If someone is putting lipstick on a pig then they are making minor, cosmetic changes to something which was not very good, to begin with.
If Mr. Donkey paints his house, he is putting lipstick on a pig.

If someone is putting lipstick on a pig, they are making minor cosmetic changes to something that was not very good to begin with.


These changes will only make it look better than it is.

Mr. Donkey could paint this house, but it would still be a terrible old house (sorry, Mr. Donkey).

Painting this house would just be putting lipstick on a pig.
