Don’t believe him; he is just paying you lip service!
Now, what the heck does that mean?
Well, imagine it is election time.
Your local politician is holding a town hall meeting, and citizens are complaining about something to him.
He agrees that he will fix everything if, and only if, he gets elected, so everybody should vote for him.
Three weeks later, everybody votes for him, and he wins in a landslide and becomes a new government member.
However, nothing gets fixed.
He was paying lip service to the people to get elected.

People often talk about paying lip service, which means showing support for something or someone with words but not with actions.
